Calculation of the second pension for military pensioners. How to calculate the second pension for a soldier. What pensions do military pensioners and their families receive?

breast cancer

Military pensioners receive a pension for seniority or disability through the Ministry of Defense, the Ministry of Internal Affairs, the FSB and a number of other law enforcement agencies. Many military personnel, after being discharged from military service, continue their labor activity as employees in positions not related to military service. In this case, employers make monetary contributions to the mandatory pension insurance system for them, and, subject to certain conditions, military pensioners have the right to receive a pension through the PFR.

In order for the employer's insurance contributions while working in civilian institutions to be taken into account when assigning a second pension, a military pensioner must be registered in the compulsory pension insurance system. Information about civil service, accrued and paid insurance premiums, wages, as well as periods of work in civil organizations are reflected in an individual personal account with the Pension Fund of the Russian Federation and will determine the right to an insurance pension and possible payment from pension savings.

The number of this account is indicated on the insurance certificate of compulsory pension insurance - SNILS. It can be obtained by personally contacting the territorial body of the Pension Fund of Russia at the place of registration or actual residence.

A second pension through the FIU can be assigned to a military pensioner, subject to the following conditions:

Age. Reaching the generally established age - 65 years for men, 60 years for women (age is determined taking into account the transitional provisions of Annexes 5 and 6 to Law No. 400-FZ). For certain categories of military pensioners, an old-age insurance pension is assigned before reaching the generally established retirement age, subject to the conditions for early appointment. For example, in the case of working in the North, working in difficult conditions, etc.

Experience. The presence of the required insurance period, not taken into account when assigning a pension through the power department (in other words,

experience in the "citizen"). It is 10 years in 2019 and will increase by 1 year annually to 15 years in 2024.

Points. The presence of a minimum amount of individual pension coefficients (points) - for 2019 it is set at 16.2 and will increase annually to 30 in 2025.

Pension. The presence of an established pension for long service or disability through the power department.

When calculating the insurance and general length of service for military pensioners, it does not include periods of service that preceded the appointment of a disability pension, or periods of service, work and other activities taken into account when determining the amount of pension for length of service in accordance with the Law of the Russian Federation of February 12, 1993 No. 4468-I “On pension provision for persons who have served in the military, served in the internal affairs bodies, the State Fire Service, bodies for controlling the circulation of narcotic drugs and psychotropic substances, institutions and bodies of the penitentiary system, the troops of the national guard of the Russian Federation, and their families."

For military pensioners, an old-age insurance pension is assigned without taking into account a fixed payment.

The insurance pension is annually indexed by the state. If a military pensioner, after the appointment of a second pension, continues to work in civilian institutions, then the amount of his old-age insurance pension is subject to an unclaimed recalculation on August 1 annually.

Quite a lot of military pensioners continue their labor activity, but after retirement and in civilian professions. Under certain conditions, these citizens will be able to issue - old-age insurance. You can receive such payments when you perform by age, length of service, the amount of pension points. These standards increase every year Therefore, every year it is more difficult to receive payments of the second pension.

Since dismissal from military service occurs quite early, a military pensioner is often employed by civil profession. It’s no way to pay a military pension does not affect, since employment in retirement does not contradict the law.

State pension for military pensioners

Military personnel and employees of law enforcement agencies (Ministry of Internal Affairs, Federal Penitentiary Service, National Guard, Ministry of Emergency Situations, etc.) under certain circumstances are assigned a state pension or.

A military pension for long service is assigned on one of the stipulated grounds (Article 13 of Law No. 4468-1):

  • If a citizen on the day of dismissal from military or other equivalent service has at least 20 years of service;
  • If a citizen is dismissed due to a deterioration in health, directly related to the service, or was reduced due to organizational and staffing activities. In this case, the following conditions are set:
    • general work experience 25 years, of which 12.5 years- military service;
    • serviceman's age ≥ 45 years.

For military personnel and security officials who received a disability during their service or within 3 months after their dismissal from service, military disability pension. This type of provision can also be assigned if disability occurred later than 3 months later, but if the cause of this was a wound, injury or contusion received directly in the service itself.

Entitlement to a second pension for military personnel

Military personnel after leaving military or equivalent service often continue to work in “civilian” positions. Employers are required to pay for such employees. Accordingly, subject to certain conditions, the military and security forces have the right to receive pensions. through the Pension Fund.

In order for contributions for the time of work of a military man in civilian institutions to be taken into account when forming the second (insurance) pension, the pensioner must be registered in the OPS system.

  • Information about the length of service, salary, insurance premiums and periods of work in civil institutions is displayed on an individual personal account of a person in the FIU and determines the right to.
  • The number of this personal account is indicated on the insurance certificate of compulsory pension insurance -.

Conditions for obtaining a second civil pension for military pensioners

The second civil pension that a military pensioner can receive is called. The conditions for receiving these payments for military personnel are the same as for civilian pensioners.

Minimum requirements for granting an old-age insurance pension adjusted every year. For example, to get:

  • Earn 10 years of insurance experience, unaccounted for when assigning a military pension;
  • Have 16.2 retirement points formed from pension contributions deducted to the Pension Fund;
  • Reach retirement age 60.5 years for men and 55.5 for women. If the pensioner is entitled to, then reach the age established for a particular type of preferential pension.

A prerequisite for receiving a civil pension is the presence of an already issued military pension - for length of service or for disability.

The listed standards are not final - they are annually. According to Art. 8 of Law No. 400-FZ of December 28, 2013, annual adjustments will be completed when the following standards are established:

  • retirement age - 60 years for women and 65 years for men (from 2023);
  • IPC - 30 coefficients (since 2025);
  • insurance experience - 15 years (since 2024).

The amount of the second pension for military pensioners in 2019

The calculation of the amount of civil pension for military personnel is slightly different from payments for ordinary pensioners. Part 1 of Art. 16 of Law No. 400-FZ establishes that the amount of the insurance pension for military pensioners does not include a fixed payment - it is 5334.19 rubles.

The amount of the payment due to the military pensioner depends only on accumulated pension coefficients (CPI) and is calculated by the formula:

SP = IPC × SIPC,

where SIPC is the cost of one such coefficient ().

Thus, the greater the amount of pension points a pensioner has, the greater the amount of his pension provision. The amount of the IPC depends on the amount of insurance premiums paid for the years of work, which, in turn, depend on the duration and amount of wages.

Annual indexation of payments

The amount of the old-age insurance pension indexed annually in accordance with part 10 of Art. 18 of Law No. 400-FZ.

  • Traditionally, these payments were indexed from February 1 to the value of last year's inflation.
  • But for the period from 2019 to 2024 inclusive it was decided to carry out indexation from January 1, and the percentage by which pensions will be increased is strictly fixed in the law (in accordance with parts 6 and 7 of Law No. 350-FZ of 03.10.2018).

The increase in the size of the pension is carried out by indexing the main values from which the amount of the pension itself is calculated - and. Since a fixed payment is not assigned to military pensioners, they will receive an increase only as a result of indexation of the cost of one IPC.

For example, in 2019 SIPC has been indexed by 7.05%- changed from 81.49 rubles. up to 87.24 rubles. Accordingly, the size of the second pension for servicemen also increased by 7.05%.

Note that indexing is only non-working pensioners. If a serviceman has issued a second civil pension and continues to work, annual indexation will not affect him - he will receive payments in the same amount.

When to apply for an appointment?

A serviceman can apply for the appointment of insurance pension payments at any time after acquiring the right to this type of security (if he has experience, points and reaches the established age). An application for the appointment of a pension, along with the necessary documentation, must be sent to the FIU at the place of residence or actual residence. This can be done in several ways:

  • On personal contact or through a representative (in this case, it is necessary to issue an appropriate power of attorney for him).
  • By mail(the day of filing the application is the day indicated on the stamp).
  • Through multifunctional centers (MFCs).

Required documents for registration

To assign an insurance pension, a military pensioner must submit the following list of documents along with the application:

  1. Passport citizen of the Russian Federation.
  2. Help from the body that pays the pension through the power department. This handbook should contain information on:
    • on the date of appointment of a military pension;
    • periods of service preceding the appointment of payments, if a disability pension is assigned, or the periods taken into account when assigning payments for long service;
  3. Documents that confirm "civilian" experience(work book, employment contract, all certificates issued by government agencies or the employer).
  4. Those with periods of work in civil organizations before 2002 are recommended to provide documents proof of earnings for any consecutive 60 months of work.

Payment procedure

The old-age pension, including that assigned to military personnel, is paid monthly. The pensioner has the right to choose the organization that will deliver the pension. At his sole discretion, he determines these payments:

  1. Russian Post. With the help of the services of this organization, a pensioner can receive a pension at home or pick up money personally at the post office (in accordance with the established date for receiving a pension according to the delivery schedule).

    If the pension is not received within 6 months, then its accrual stops. To restore payments, you will need to submit an application to the FIU.

  2. Credit organizations. You can receive payments at the cash desk of the selected bank or by crediting to a bank card.
  3. organization, which is engaged in the delivery of pensions.

Military personnel have the right not only to receive a military pension, which is awarded according to the years of service, but also to receive ordinary civil pension payments, which can be received by any resident of the Russian Federation. However, there are certain conditions for its appointment, because of which many questions arise. In addition, the calculation of the second pension for military pensioners is also not a sufficiently transparent topic.

In this material, we will talk about the conditions under which a second pension is assigned to military pensioners, and how it is calculated.

Terms of appointment

In order for a military pensioner to qualify for a civilian pension, the following conditions must be met:

  • A pension is assigned to men at the age of 60, respectively, before this period, it is impossible to apply for it under any circumstances.
  • Having work experience. A serviceman must have a working record, this means labor activity with the exception of military service. The required length of service for 2017 is 8 years, while this figure increases by one year every year. Thus, in 2020, in order to receive a mixed pension, a military man will need to have 11 years of work experience. This requirement will increase until 2025, when it will be 15 years.
  • Since 2015, the requirement to have a certain value of the individual pension coefficient has also been introduced. It depends on the size of the sums insured, which, as a rule, equal to 10% or 16% of the amount of wages. You should have a coefficient of at least 11.4, while every year this requirement increases by 2.4 points. Thus, in 2020, in order to receive a civil pension, you will need to have a coefficient equal to 16.2. The requirement will progress until it equals 30 points.

A large number of questions arise on the definition of seniority. It is worth noting that it also includes labor activities carried out before registration of SNILS (that is, registration in the pension insurance system). To confirm such experience, you can use entries in the work book, certificates and archival extracts.

In addition, the period of study in educational institutions (only full-time) and periods of care for children, as well as disabled relatives, are taken into account.

How is the calculation carried out

The calculation causes some difficulties, however, in fact, it is quite easy to perform, armed with a calculator and all the necessary information.

So, for the calculation you need to know:

  • the ratio of wages to wages, accepted as the average for Russia (K);
  • experience, taken into account in years (St);
  • individual pension coefficient (Ip), it is calculated as the sum of annual coefficients, which in turn can be found from the formula:

Гп=SUMsv/SUMsot, where:

  • Gp - annual pence. coefficient,
  • SUMsv - the total amount of insurance premiums;
  • SUMSot - the amount of insurance premiums;
  • the estimated period of payment of the pension (is 228 months for all military pensioners, calculated according to statistical data).

In addition, the civil pension payment is calculated taking into account some constants:

  • The value of the average monthly wage in 2000-2001. Equals 1671 rubles.
  • The value of the coefficient of full experience. Equals 0.55.
  • The value of the basic part of the pension for 2002. Equals 450 rubles.

Calculation examples

It is best to understand the procedure for calculating pension payments with examples. Let's take a look at some of them.

Ivan Sergeevich Stepanov, born on February 15, 1955, a pensioner of the Ministry of Defense, made an appeal regarding the establishment of a second pension on March 5, 2017. The date of assignment of pension payments is March 5, 17. Work experience in the civil sphere is 16 years and 3 months. His salary coefficient (K) is 1.1.

((1.1 (salary coefficient) 1671 (average salary in 2000-2001) 0.55 (service coefficient) - 450 (base part)) 228

(estimated payment period) = 127897.74 rubles.

The resulting amount must be multiplied by the coefficient. incomplete experience:

127897.74 0.0803=10270.1291 rubles

Since the payment has been regularly indexed since 2002, let's determine the total capital at the current moment by multiplying the value found earlier by the index 5.6:

10270.1291 5.6=57512.72296 rubles

Adding the amount of insurance premiums to it and dividing the resulting number by 228 (the estimated period of payments), we get the insurance part:

57512,72296+392565,32/228=1974,0265

Dividing this figure by the cost of points in 2015 - 64.10 rubles, we will find the Individual Coefficient at the end of 2015.

1974,0265/64,10=30,796

Since the beginning of 2016, the IPC has been 6.43. From here we can find out the total value of the IPC:

30,796+6,43=37,226

Multiplying this number by the value of points in 2017, we find the amount of pension payments:

37.226 78.58=2925.226 rubles

Thus, using these simple calculations, you can easily determine the amount of a mixed military pension due to you. The following example clearly shows the order of calculation, on the basis of which you can perform your own calculations. Also on our site is a special calculator that greatly simplifies the implementation of this task.

More recently, the second pension for military pensioners was assigned with only five years of service.

Currently, the situation is changing and with each subsequent year, in addition to age requirements, it is provided annual increase in the requirements for minimum service and the number of pension points. Therefore, the refusal to assign an insurance pension to the military is currently the most popular among the issues.

In order to find out how to qualify for a second pension for military pensioners, how it is calculated by military personnel and how not to be refused by the PFR, you should have a minimum knowledge in this area in advance.

Military pension. Who are military pensioners

Military pensioners are, first of all, former employees of some law enforcement agencies who are paid a pension for long service or disability through their law enforcement agencies.

The provision of pensions for military personnel is regulated by Law No. 4468-1 of February 12, 1993. It should be noted that in addition to pensions for long service and disability, there is one more - in case of loss of a breadwinner. It is assigned regardless of the length of service.

Retirement of military personnel does not at all mean a refusal to work. After all, after her appointment, many continue to work as civilians. And such work for the former military brings not only income in the form of wages, but also points from accrued insurance premiums.

Therefore, when they reach the appropriate age, they may be entitled to a second civil pension through the Pension Fund. This is an old-age insurance pension and it is regulated and it will definitely become an additional source of income.

The only limitation and significant difference from ordinary civil pensioners is the receipt of an insurance pension without.

Military pensioners are not entitled to a fixed payment and therefore the amount of the pension paid out will be much less.

How to get a second pension in the "citizen"

Official work is accompanied by mandatory deductions from wages to the tax office and the pension fund. The tax authorities issue a TIN to record taxes for each citizen, and the Pension Fund of Russia issues SNILS (“green card”) to record pension rights.

Military pensioners need to have their number in the FIU () in order to keep records of accumulated seniority and points (individual pension coefficients). You can get such a number at any nearest fund at the place of registration or at the place of residence, having only a passport with you.

Perhaps you are already registered with the Pension Fund of the Russian Federation, which means that now everything and the length of service are taken into account on your personal individual personal account. It is they who are gradually forming the right to second pensions for military pensioners.

For the appointment and calculation of insurance pensions for military personnel through the PFR, it is necessary fulfillment of three mandatory conditions. They determine the possible refusal of its appointment.

1. AGE

Recalculation of pensions for working military pensioners in August will occur in the same way as for ordinary civilians. Therefore, if there are unaccounted for when assigning a second pension, the calculation of pension points will also be recalculated in August.

funded pension the military can also be formed and therefore, when applying for an appointment, you should immediately ask the customer service specialists about the right to a funded pension. In this case, you can choose to receive savings funds in the form of an urgent payment, or receive a lump sum payment of your pension savings.

Results

Pension provision for military personnel involves the payment of a pension for long service and disability in the department of service under Law No. 4468-1. At the same time, a serviceman can also claim a second pension for servicemen in the PFR system under the Law.

To do this, it is enough for a military pensioner to meet three basic conditions:

— minimum age;

- minimum experience (not a scientist in the military department);

- the minimum number of points.

Refusal to assign a second pension will occur if one of these requirements is not met.

In order to gain the necessary experience and the required number of points for the appointment of an insurance pension, we recommend that you pay attention to the collective farm experience for the old years. Work on a collective farm (state farm) is also counted in the length of service when assigning an insurance pension.

In case of refusal of a pension, military personnel in the law enforcement agency can additionally receive a fixed payment to the insurance pension through the Pension Fund of the Russian Federation.

How much will military pensions increase from January 1, 2019, the latest news on the indexation of pensions for military pensioners for today.

Vladimir Putin announced an increase in military pensions by more than 6% in 2019. On October 1, 2019, thanks to the decision on indexation, the monetary allowance of military personnel and persons equivalent to them will increase by 4.3%, and military pensions will be additionally indexed by another 2%. In total, the overall increase in military pensions will be 6.3%

Innovations in the legislative framework raises the question: will the military pension increase from January 1, 2019? The reduction factor has not been canceled and is subject to indexation by at least 2%. This usually happened on January 1st.

On the same date, the law is based on changing the amount of the monetary allowance of the military. So the increase in military pensions in 2018 occurred in January. However, in the speech of the Deputy Minister of Defense, the dates appeared - October 1.

Therefore, today it is difficult to say unequivocally when the monetary allowance will be increased, and, consequently, the pension for the military in 2019. More accurate information will appear at the time of the publication of the bill on the next indexing. While he is gone, a retired soldier should focus on the dates: October 1, 2019 and October 1, 2020.

Pensions to the military from January 1, 2019 government decree

Pensions for military personnel are calculated somewhat differently than for civilians. For this, there are several regulations that indicate how to determine the amount, what allowances are due, in what cases it can be increased, how to index the amount annually. These include:

  • act dated February 12, 1993 No. 4468-1;
  • Decree of the Government of September 22, 1993 No. 941.

Article 49 of Law No. 4468-1 defines a one-time procedure for indexing monetary allowances for active military personnel and retired citizens. This operation lasted 9 years, until 2012, but after that, in accordance with part 9 of Art. 2 acts dated November 07, 2011 No. 306-FZ indexing all types of payments for military personnel was frozen for 6 years. The situation changed only in 2018.

The increase in military pensions in 2018 was due to the signing of Government Decree No. 1598 dated December 21, 2017. According to it military pensions from January 1, 2018 rose by 4%.

Some military pensioners have additional social statuses that allow them to receive additional financial support (EDV). These include:

  • war veterans;
  • combat veterans;
  • invalids.

The procedure for calculating and the size of the UDV are established by the regulations that apply to the civilian population of the country. The payment is financed from the Pension Fund. So on February 1, 2018, the EVD was increased by 2.5%. Specific sizes for individuals are shown in the table.

According to the Decree of the Government of March 7, 2018 No. 238, the size of the lump-sum allowance for servicemen dismissed due to unsuitability was increased. Such a condition must have been caused by military trauma. Despite the fact that the law was adopted in March, its effect applies to cases that have arisen since the beginning of 2018. The amount of compensation, taking into account 4 % growth was:

  • 2562112.32 rubles for contract employees;
  • 1,281,056.16 rubles for conscripts and the civilian population called to the training camp.

From May 1, 2018 the minimum wage was increased to 11,163 rubles, but this had no effect on the amount of military pensions.

Latest news from the Ministry of Defense of the Russian Federation on the increase in pensions for the military

The Minister of Defense's latest news on military pensions was announced at a meeting with journalists at the end of 2017 - December 29. News sources TASS, Interfax, media group Zvezda report that Deputy Defense Minister Tatyana Shevtsova reported on a gradual increase in the pay of all categories of servicemen and military pensioners. It is planned that this will happen in the period 2018 - 2020. The first indexation from the plan has already taken place on 01/01/18. Military pensions in 2018 increased by 4 % . The remaining two indexations will pass 1.10.19 And 1.10.2020 by the same 4%.

The budget for 2018 and the planned 2019-2020 contains sufficient financial resources and sources of replenishment for this. A total amount of 81.8 billion rubles is planned for the activities. By October 2020, the total increase in pensions will be - 12 % .

Will there be an increase in military pensions from October 1, 2018: Latest news?

When drawing up the federal budget in 2017, it was planned that the four percent increase would be proportionally divided into 2 stages: 2% each from January and October. However, Vladimir Putin instructed to carry out early indexation of payments to retired military personnel - from January 1, 2018, pointing out that the funds should be brought to the recipients at the end of this year with the advance calculation of pensions for the coming January.

The President drew attention to the fact that the 2018 budget draft violated the synchronization of indexing, which is provided for Law No. 4468-1. Since salaries were indexed from 01/01/18, and pensions - from 02/01/18.

As early as December 2017, 2.6 million people received pension payments under the new sizes. Thus, the budget reserve was exhausted, therefore, from October 1, 2018, there will be no increase in pensions.

How is military pension calculated?

The basis for calculating the military pension is monetary allowance (VDD), which consists of many components. This is the main difficulty. VDD includes:

  • Salaries for military rank.
  • Cash payouts.
  • Regular payments.
  • Charges in the form of allowances of the type:
    • for qualification;
    • for special conditions of military service;
    • for attitude to state secrets;
    • for seniority.

    The amount of the pension payment is determined by the formula:

    P \u003d (VDD * 50% + SDD * In * Cl) * Kp,

    • VDD- total allowance accrued at the time of dismissal,
    • Ying- the percentage for exceeding the established length of service, takes the value of 3% for length of service and 1% for length of service,
    • Cl- a year beyond the established period,
    • Yip- the coefficient establishing the pension rate as a percentage of the GDD in 2018 is 72.23%.

    After the calculations have been made, the amount of the pension is compared with the minimum and maximum amounts established by law. So the lower limit should correspond to the size of the civil social pension, and the upper limit does not go beyond the amount defined as 85% of the VDD. Let's turn to the table.

    Calculation type
    The amount of the pension payment

    By military service:

    More than 20 per year

    The presence of mixed experience - 25 years or more, of which 12 months - military service

    More than 25 per year

    If a retired military man receives a pension calculated on the length of service, then, in accordance with Article 17 of Law No. 4468-1, he receives an additional payment. Its specific size depends on one of the conditions:

    • 32% if 1 disabled person is dependent;
    • 64% have 2 dependents;
    • 100% for the maintenance of 3 dependents or the recipient himself has a registered disability of group I, the recipient has reached the age of 80 years;
    • 100 - 300% of the amount of the social civil pension, if there is a disability;
    • 100 - 200% to the blockade of Leningrad in the presence of official status.

    The second pension for military pensioners: what is it for?

    Military pension comes early, when a citizen has not reached the age recognized for calculating a pension on a general basis - 55 or 60 years. Such persons have the opportunity to find employment in sectors of the economy not associated with the Ministry of Defense and earn a second pension. The pension for military personnel in the reserve is calculated and transferred by the department where he served: the Ministry of Defense, MIA, FSB, Russian Guard. The presence of the first military pension does not cancel the right of a citizen to receive a civil insurance pension.

    Second pension for military pensioners is accrued by the Pension Fund subject to a number of conditions:

    • a person must register with the mandatory pension insurance system, thus opening an individual pension account;
    • it is necessary to be officially arranged when the employer pays the due contributions to the FIU;
    • access to the second well-deserved rest at the age of 55 for women, 60 for men;
    • the minimum civil work experience as of 2018 is from 9 years (for the following years, this figure is gradually increasing to the norm of 15 years);
    • earn the maximum number of points in the retirement account - 13.8 points in 2018.

    The formula for calculating the second pension is as follows:

    P2 \u003d Bp * Cb,

    Pensions for working pensioners have not been indexed since May 1, 2018, because they are based on no minimum wage. Therefore, working military pensioners receive insurance payments in the same amount.

    For retired military personnel belonging to the following categories, it is possible to use pension savings in a way convenient for them:

    • receive the amount by a one-time transfer to the account;
    • make an urgent payment;
    • distributed in such a way as to receive a supplement to the insurance part of the pension.

    People can do this:

    • 1967 births and younger, from whose income contributions were transferred to the funded part;
    • owners of the maternity capital certificate, when the formation of the funded part was chosen;
    • made voluntary transfer of additional contributions under the Co-financing Program;
    • men born in the period from 1953 to 1966, women - from 1957 to 1966, if for 2002-2004. contributions to the funded part were transferred from their income.

    Will the reduction factor for military pensioners be canceled in 2018: Latest news?

    On January 1, 2012, the normative act dated November 08, 2011 No. 309-FZ came into force. He established a modified mechanism for calculating the magnitude pensions for military pensioners. An indicator equivalent to 54% of the VDD has been introduced into the formula. In subsequent billing periods, this ratio should be indexed by 2% until the total value is 100%.

    The government decided to take this forced step, since the country experienced instability in economic development, and there was a severe shortage of budget funds.

    A simple calculation shows that this should happen in 2035. The document also provided that the coefficient could be increased due to inflation. In practice, this norm has become known as the “reducing coefficient” or “pension tax”, since it does not allow the pensioner to receive the entire amount of the payment received in the standard calculation. Its abolition could significantly improve the position of retirees. On the positive side, the reduction rate grew at an accelerated pace, and this year it is equal to 72.23% of the VDD, instead of the 66% prescribed by law.

    Since the introduction of the reduction factor, all the military and some representatives of the parties demanded to remove it, claiming that it violates constitutional rights. However, a number of rulings of the Constitutional Court (07/17/12 No. 1433-O, 09/24/12 No. 1800-0) established the fact that the norm does not entail a decrease in the absolute value of the pension payment, since there is a procedure for step-by-step indexing of the indicator, which partially compensates for the level of inflation.
