Another project supported by the Commission and which will be implemented in the near future is “On Amendments to the State Program Russian Federation"Economic Development and Innovative Economy". It provides for the introduction of technical changes in the rules for granting subsidies to the constituent entities of the Russian Federation.

Finally, the third initiative involves changes in the procedure for the provision and distribution of intergovernmental transfers for road activities. The Commission decided to allocate additional funds for the development of the road network to the budgets of the constituent entities of the Russian Federation that do not participate in the implementation of the priority project "Safe and High-Quality Roads". There are 49 such entities in total. The list of recipients will include the Volgograd and Orenburg regions, since the construction of the largest facilities there - a bypass road in Orenburg and a bridge over the Volga is continuing. And Moscow, St. Petersburg, Moscow and Leningrad regions, on the contrary, will be excluded from the list of recipients, taking into account the significant volumes of their own regional road funds. In addition, the draft resolution envisages establishing fixed payments to the budgets of the Republic of Crimea (1 billion rubles) and the city of Sevastopol (400 million rubles), taking into account the need for additional support in the first year of the formation of regional road funds of these entities.

The senators have developed a consolidated position in support of measures to ensure a balance in the budgets of the constituent entities of the Federation for 2018.
